Before any FAIRification work is undertaken, it is essential to identify the intended usability of the research asset that cannot be achieved in its current state. From this, one or more clear and specific goals should be defined—these will make sure that the activity is shaped by tangible impact and associated value to the communities served by the FAIRified resource. At this stage, it is also advisable to make an estimate of how much effort reaching the goals are worth and setting priorities for a “FAIR enough” outcome – one in which the most critical uses are enabled, while useful but less impactful enhancements may be set aside for later. In the subsequent Examine requirements phase, the goals must also be useful when determining specific requirements on the results of and resources to allocate to the FAIRIfication work.
